Landlord Billed Tenant for Broker's Fee

Rent-stabilized tenant complained of a rent overcharge because landlord collected a $950 brokerage fee when she moved into the apartment. The DRA ruled for tenant and ordered landlord to refund $2,850, including triple damages. Landlord appealed and lost. Landlord claimed that it had no connection to the broker. But landlord gave tenant one receipt for the first month's rent, security deposit, and broker's fee "to WRR." This was inconsistent with landlord's claim that it had no relationship with the broker.
