Lack of Storage Space Is Minor Condition

Tenant complained of a reduction in services based on decreased storage space. The DRA ruled against tenant. Tenant appealed and lost. Any reduction in services was minor. There was no specific rider to tenant's lease providing for storage space. And there was no proof that landlord provided formal boxes or bins within three years of tenant's filing of her complaint.
