Isolated Areas of Peeling Paint

Tenant complained of a reduction in building-wide services. Tenant claimed that there was peeling paint in the building's hallways. The DRA ruled against tenant. Tenant appealed and lost. The DHCR's inspector reported that there was about one square foot of peeling paint on each of the building's five floors. This was a minor condition and didn't warrant a rent reduction.
