Insufficient Proof of Doorman's Working Hours

Tenants complained of a reduction in services based on the reduction of the building doorman's working hours. The DRA ruled for tenants and reduced their rents. Landlord appealed and lost. Landlord hadn't submitted payroll records requested by the DRA to verify the doorman's working hours. The DRA specifically asked for information concerning days and hours worked, and rate of pay. Landlord submitted only partial records that didn't provide the requested information.
