Installation of Window Lintels Doesn't Qualify

Landlord applied for MCI rent hikes based on the installation of window lintels. The DRA ruled against landlord. Landlord appealed and lost. It's DHCR policy stated that replacement of window lintels doesn't qualify as an MCI unless it's done in connection with a related MCI, such as building-wide window replacement or pointing and waterproofing.
