Inoperative Elevator Indicator Was an Isolated Condition

Tenants complained of reduced building-wide services, claiming that elevator indicators on most floors didn't work. Landlord argued that the problem was minimal and didn't support a claim for reduced services. A DHCR inspection revealed that the elevator indicator light on one floor was broken, and the DRA granted a rent cut. Landlord appealed, and the DHCR revoked the rent cut. The inoperative elevator indicator was isolated to one location, and was corrected two weeks later in the course of normal maintenance.
