Increase Granted for Two Saunas

Landlord applied for MCI rent hikes based on installation of two new sauna rooms in the building. The DHCR ruled for landlord, and tenants appealed. Tenants objected to the cost and claimed that landlord had merely repaired or upgraded the existing saunas. The DHCR ruled against tenants. Landlord submitted documentation of payment for two new sauna rooms. Tenants submitted no proof of their claim that the work done was merely repairs.
