Landlord applied for MCI rent hikes based on a number of improvements, including new windows. The DRA approved the rent increases, and tenants appealed. The DHCR ruled for landlord. Even though landlord submitted no contractor's certification, he diligently tried to get one and justified his inability to do so. Landlord's sworn statement that the work was done was supported by other proof. Also, the cost per window wasn't really much higher than the original estimate. Tenants forgot that the MCI rent increase was also for pointing and waterproofing.
