Increase Granted for Masonry Renovation

Landlord applied for MCI rent hikes for masonry renovation. Tenant appealed, claiming that there was a leak in his apartment. The DHCR ruled against tenant. The leak was caused by a defect in the mounting of an air conditioner. It wasn't caused by a defect in the masonry work.
