Increase Granted for First-Time Painting of Rent-Controlled Apartment

Landlord applied to collect a rent increase from rent-controlled tenant based on painting. The DRA ruled for landlord and increased tenant's rent. Tenant appealed, claiming that landlord had to paint as part of a repair order from HPD. The DHCR ruled against tenant. Painting was never included as a service in the initial rent set for tenant. So landlord was entitled to a rent increase for painting.
