Incomplete Pointing and Waterproofing

Landlord applied for MCI rent hikes, based on pointing, waterproofing, and steam cleaning the building's exterior walls. The DRA denied landlord's application, finding that the work constituted ordinary repairs and maintenance. Landlord appealed, and the DHCR upheld the DRA's ruling. The pointing and waterproofing job wasn't comprehensive. All four exterior walls leaked, but landlord had only pointed one of them. So, the job doesn't qualify as an MCI.
