Landlord applied for MCI rent hikes based on several improvements. The DRA ruled for landlord in part, but disallowed any increase for rewiring. The proof submitted for the work was inconsistent with work dates and the contract signed by landlord and its contractor. Landlord appealed and lost. In addition to the DRA's findings, the DHCR found that landlord submitted an incomplete MCI application. Landlord didn't include page 5 of the RA-79 form with completed information for the rewiring.

In addition to the DRA's findings, the DHCR found that landlord submitted an incomplete MCI application. Landlord didn't include page 5 of the RA-79 form with completed information for the rewiring. This page asked landlord to indicate if new copper feeders and risers extending from the property box to each apartment were installed, and what the voltage was after rewiring.
