Inadequate Building Security

Tenants complained of a reduction in services based on inadequate building security. The DRA ruled for tenants after finding that security guard services were provided inconsistently. Landlord appealed and lost. Landlord had claimed that it provided security guards Mondays through Fridays for eight hours a day. But records submitted by landlord were incomplete and showed that service was provided only on Wednesdays through Sundays.
