HPD Violation Still on Record

Tenant complained of a reduction in services based on insufficient heat. The DRA ruled for tenant. Landlord appealed, claiming that the boiler was broken for a month but had been repaired. The DHCR ruled against landlord. Tenant submitted proof of an HPD heat violation with her DHCR complaint. The violation was still pending. The DRA properly reduced tenant's rent based on inadequate heat.
