HPD Must Enforce Vacate Order

Tenant sued landlord to recover the security deposit for his basement apartment after he moved out. The court ordered an HPD inspection because it thought the apartment was illegal. HPD found four illegal apartments in the basement and issued a vacate order. But HPD refused to enforce the order against other occupants who wouldn't move out. The court ordered HPD to take all steps needed to enforce the vacate order. The vacate order found the apartments unfit for occupancy.
