Heating Problem Not Temporary

Tenant complained of a reduction in services based on heating problems in his apartment. The DRA ruled for tenant. Landlord appealed, claiming that any heating problem was caused by a temporary system breakdown, which was fixed within a reasonable amount of time. The DHCR ruled against landlord. The DRA's order was based on an HPD heating violation, which hadn't been lifted.So landlord couldn't say the problem was temporary.
