Grocery Shop Next Door Generates Litter

The DOS issued a violation to landlord for not sweeping 18 inches into the street. Landlord argued that he swept three times a day and that the grocery/sandwich shop next door created a lot of the litter in front of his building. The ALJ found that landlord hadn't made enough efforts to sweep and fined landlord $50. Landlord's appeal was dismissed.
