Garage Lease Part of Original Lease

Tenant complained of a rent overcharge when landlord increased her garage rent above rent guidelines. Tenant claimed her garage fee had always been included in her monthly rent and had been increased by the same guidelines increases as her rent until recently. The DRA ruled for tenant. Landlord appealed, claiming that tenant's garage lease wasn't part of her original lease. Tenant showed that she had signed a garage lease in 1978 which stated that it was to be attached to and part of tenant's 1987 lease. So the DHCR ruled for tenant.
