Tenant complained of a rent overcharge. The DRA ruled for tenant. The DRA said that a prior order established the legal rent at $440 per month but that under a freeze order, the collectible rent was $215, the result of a rent reduction for reduced services. Landlord appealed, pointing out that the rent had later been restored, from $215 to $410. The DHCR ruled for landlord.
