Landlord applied for MCI rent hikes based on front facade and stoop restoration. The DRA ruled against landlord, who appealed and lost. The work consisted of patching and repair to the brownstone exterior of the building. This was cosmetic in nature and didn't qualify as an MCI. The work was only ordinary repair and maintenance. The fact that the work was done subject to Landmarks Preservation Commission approval didn't make it an MCI.
