Four-Year Time Limit Doesn't Apply Until Landlord Files Initial Rent Registration

The court ruled against landlord. Landlord didn't file an initial apartment registration (RR-1) form for the apartment until June 1996, more than eight months after tenant started the court case. The four-year time limit doesn't begin to run until landlord files the RR-1 form.
