Five Discolored Floor Tiles

Tenant complained of a reduction in services based on a damaged kitchen floor. The DRA ruled for tenant, and landlord appealed. The DHCR ruled against landlord. An inspection found that there were five discolored floor tiles measuring 12 inches by 12 inches. One of the tiles in front of the sink had cracks. The DRA properly determined that tenant's kitchen floor wasn't being maintained.
