First Rent After Base Date Vacancy Was over $2,000

Tenant complained of a rent overcharge. The DRA ruled against tenant because tenant's apartment was deregulated. Tenant appealed and lost. On the base date, four years before tenant filed his complaint, the apartment was vacant. The first rent charged after the base date was more than $2,000 per month. So tenant's apartment was no longer rent stabilized by the time tenant moved in.
