Finding of Harassment Against Landlord

The DRA issued a 2002 fuel cost adjustment for landlord's building. Tenants objected. The DRA ruled for tenants and revoked the fuel cost adjustment based on an outstanding harassment finding against landlord. Landlord appealed and lost. The DHCR had previously ruled that landlord had harassed tenants at the building. This order hadn't been lifted. While the harassment order was in effect, landlord couldn't collect fuel cost adjustments from rent-controlled tenants.
