Fair Market Rent Appeal Dismissed as Untimely

Tenant filed a fair market rent appeal, claiming that the apartment's initial rent-stabilized rent was too high. Landlord claimed that tenant's complaint was untimely. The DRA ruled for landlord and dismissed the case. Tenant appealed and lost. Tenant's fair market rent appeal wasn't filed within 90 days after landlord sent a copy of the initial apartment registration (RR-1) to tenant by certified mail.
