Exterior Concrete Stairs Don't Qualify as MCI

Landlord applied for MCI rent hikes based on the installation of exterior concrete stairs. The DRA ruled against landlord, who appealed and lost. Landlord pointed out that it had totally replaced the exterior stairs and railings. But, under DHCR policy, this work didn't qualify as an MCI unless landlord also completely resurfaced all courtyards and walkways within the property line.
