Engineering Fees for Pointing, Waterproofing, and Roofing Disallowed

Landlord applied for MCI rent hikes based on pointing, waterproofing, and installation of roof replacements. The DRA ruled for landlord in part, but disallowed certain items including engineering fees. Landlord appealed and lost. Landlord claimed approval of engineering fee costs for pointing/waterproofing and roofing. Since the work was relatively commonplace, landlord was presumed to have sufficient knowledge to select a contractor and equipment to ensure a quality installation without help from an engineer.
