DOB Sign-Off Required for Elevator Upgrade

Landlord applied for MCI rent hikes based on an elevator upgrade. The DRA ruled against landlord. Landlord appealed and lost. For an elevator upgrade to qualify as an MCI, landlord must install new controllers and selectors or a new electronic dispatch overlay system. Landlord must also get required DOB approval. Landlord didn't submit the required DOB elevator sign-off, B Form 73, despite two notices from the DRA. The test report submitted by landlord from an independent architectural or engineering firm wasn't a sufficient substitute for the DOB sign-off.
