DOB Letter Used in Lieu of Sign-Off

(Decision submitted by Elaine Schein of Superior Management, Inc.) Landlord applied for MCI rent hikes based on the installation of a new boiler. The DRA ruled against landlord because landlord didn't submit all required documents. Landlord appealed. Landlord had submitted a DOB letter that certified that the work in question was completed according to DOB's rules. The DHCR ruled for landlord. DOB's letter was an acceptable substitute for a sign-off.
