Dismissal of Prior Service Complaint Irrelevant

Rent-controlled tenant complained of a decrease in services based on a number of conditions in his apartment. The DRA reduced tenant's rent, and landlord appealed. Landlord claimed that a previous service complaint filed by tenant was dismissed by the DRA because tenant acknowledged that repairs had been done. The DHCR dismissed landlord's PAR. Tenant complained of different conditions in his prior complaint; this didn't affect the new proceeding.
