DHCR's Denial of Triple Damages Was Reasonable

Tenant complained of a rent overcharge. The DHCR ruled for tenant but found that the overcharge wasn't willful. Tenant appealed. The court and appeals court ruled against tenant. The DHCR's decision that there was no willful overcharge was reasonable. No triple damages were awarded to tenant.
