DHCR Reverses Service Inspection Finding and Reduces Tenant's Rent

Rent-stabilized tenant complained in 2022 of a reduction in services based on a vermin condition in the apartment. The DRA ruled against tenant, who appealed and won. Tenant claimed that the DHCR's inspection of the apartment wasn't performed properly. Landlord objected and stated that tenant exacerbated any claimed vermin condition in the apartment. The DHCR ordered a new inspection and found the presence of roaches and beetles on the stove, and on traps in the cabinet, living room, and bedroom. The DHCR therefore reversed the DRA ruling and reduced tenant's rent effective Feb. 1, 2023.
