DHCR Report of Restored Services Outweighs Tenants' Claim

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants in part, finding that the building's intercom-bell buzzer system didn't work in some apartments. Tenants appealed, claiming that other conditions remained. Tenants had complained about elevator service, janitor service, dirty floors, vermin, and exposed wires. The DHCR ruled against tenants. The DHCR's inspector had found no defective conditions other than the intercom. Although tenants claimed that the inspector should have done a more thorough investigation, the inspector's review was comprehensive, and the DRA properly relied on it.
