DHCR Incorrectly Input Data into Computer

Tenant complained of a rent overcharge. The DRA ruled for tenant, partly based on a finding that landlord had failed to register tenant's apartment in 1986. Landlord appealed. The DHCR's records correctly showed that landlord had registered the building in 1984 and 1985. But landlord had also registered the building in 1986. Landlord submitted certified mail return receipts for its 1986 registration. And landlord showed that the DHCR had incorrectly combined registration data for tenant's building in its computer records with registration data for another building owned by landlord.
