DHCR Accepts DOB Form Submitted with PAR

Landlord applied for MCI rent hikes based on the installation of a new boiler/burner. The DRA denied the application because landlord hadn't submitted DOB permits and inspection certificate forms. Landlord appealed and submitted with its PAR copies of DOB permits and forms. The DHCR ruled for landlord. Landlord had requested time to submit the required documents. The missing forms were issued by DOB two weeks before the DRA's order was issued. So the delay in submitting the forms to the DHCR wasn't landlord's fault.
