Tenant complained of a reduction in services based on a defective refrigerator. The DRA ruled for tenant and reduced her rent. Landlord appealed. Landlord claimed that he had offered to replace tenant's refrigerator and that tenant didn't respond to the offer. The DHCR ruled against landlord. Landlord offered no proof of tenant's refusal, and tenant denied that she did so.
