Defective Floor Tiles

Tenant complained of a reduction in services based on defective floor tiles. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the claimed defect in the floor tiles was a minor condition that didn't call for a rent cut. The DHCR ruled against landlord. An inspection showed that six tiles were one-eighth of an inch higher than the others. This created a tripping hazard and wasn't a minor condition.
