Defective Entrance Door

Tenant complained of a reduction in services based on an entrance door he claimed opened very slowly and was hard to open. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the DRA's finding of a defective entrance door was vague and that this was a minor condition that didn't warrant a rent cut. The DHCR ruled against landlord. The DRA's inspection report was specific and stated that the entry door sagged. This described a condition that would cause the door to open and close slowly. This wasn't a minor condition.
