Defective Banisters Not Minor

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that defective iron railings or banisters, a condition cited in the DRA's order, was so minor that it didn't warrant a rent reduction. The DHCR ruled against landlord. This was a serious condition, and landlord had gotten notice of it in prior DHCR proceedings.
