Debris Doesn't Create Unsafe Condition

The DOB issued a violation notice to landlord for not maintaining the building in a safe condition. The inspector found a discarded chair, couch, washer, dryer, and window sashes in front of the building. The violation stated that this was a hazardous condition. The ALJ dismissed the violation. The DOB appealed and lost. The debris left outside landlord's building didn't create an unsafe condition. There was no showing that the objects blocked any building exit.
