Damaged Hallway Floor Tiles Created Tripping Hazard

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents after finding that landlord wasn't maintaining the public hallway floor tiles. Landlord appealed and lost. Landlord claimed that the cracked or uneven marble floor tiles were off by only 1/4 inch and that the condition therefore was minor. But the DHCR found that this condition created a tripping hazard and wasn't a minor condition. Two HPD violations also had been issued for the condition.
