Court Order Doesn't Apply to DHCR Proceedings

Tenant complained of reduced services. A DHCR inspection confirmed that there were defects in tenant's apartment, and the DRA cut the rent. Landlord appealed, arguing that the matter had been settled when former landlord had agreed in a housing court consent order to pay for repairs to tenant's apartment. Landlord loses. The consent order referred to HPD violations, not to the DHCR proceedings.
