Landlord appealed, claiming that tenant's complaint was settled and withdrawn in a housing court agreement. The DHCR ruled against landlord. The court agreement was undated. It also involved items unrelated to the conditions ruled upon by the DRA. Nothing in the court agreement indicated that tenant withdrew her service complaint.
