Cost of Pipe Insulation Included

Landlord applied for MCI rent hikes for a number of improvements. The DRA granted increases for plumbing repiping, gas repiping, and elevator upgrading but denied rent increases for pipe insulation and pointing work because a prior MCI increase had been granted for these items. Landlord appealed, arguing that the pipe insulation should have been included in the MCI costs, since the new insulation was on water pipes, not on the heating pipes insulated in a prior boiler installation. The DHCR ruled for landlord. Since this was different insulation from that for which landlord previously got an MCI increase, landlord was entitled to a new MCI increase.
