Cost of New Gutters and Skylight Included

Landlord applied for an MCI rent hike for resurfacing the roof, and installing new gutters and a new skylight. The DRA disallowed the application because the new roof wasn't 3-ply construction. Landlord appealed, claiming that the roof resurfacing, along with new gutters and skylight, qualified for an increase. The DHCR ruled for landlord. The 3-ply rule went into effect after the roof work was completed, so landlord's roof installation qualified for the increase.
