Cost of Debris Container Included

Tenant complained of a rent overcharge. The DRA ruled against tenant, and tenant appealed. Tenant objected to the 1/40th rent hike the DRA gave landlord in calculating the legal rent. In particular, tenant complained about a 1/40th rent hike landlord got for a debris container used during apartment renovation. The container cost $700, and the 1/40th cost was about $17. The DHCR ruled against tenant. Landlord provided proof of this cost, and it was properly included in the 1/40th rent hike.
