Cost Breakdown Not Required

Tenant complained of a rent overcharge. The DRA ruled against tenant, finding no overcharge. Tenant appealed, claiming that the 1/40th costs claimed by landlord didn't include a breakdown of labor and materials and were otherwise fraudulent. The DHCR ruled against tenant. Since all of landlord's claimed costs were for acceptable apartment improvements, there was no need for landlord to submit breakdowns of the cost of individual items and labor on the invoices.
