The DRA ruled for landlord in part but denied any increase for related architect's fees. Landlord appealed. The DHCR ruled for landlord. Since landlord's building was landmarked, an architect had to draw plans relating to the MCI for approval by the Landmarks Preservation Commission. This didn't duplicate work done by landlord's contractor and was required for the installation.
