Cosmetic Renovations to Lobby

Tenants complained of reduced building-wide services, claiming that a vestibule wall and door, plus a radiator, had been removed from the lobby. Landlord argued that the lobby radiator had never worked, and that the walls were removed to correct DOB violations. The DRA ruled for landlord, and tenant appealed. The DHCR upheld the DRA's ruling. The lobby work was cosmetic in nature, and didn't constitute a reduction in services.
