Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord, in part. The DRA denied any increase for pointing and waterproofing because landlord didn't submit a contractor's certification. Landlord appealed, claiming that it didn't know this was needed and that it couldn't find the contractor. The DHCR ruled against landlord. The DRA had requested this document and given landlord several opportunities to submit it. Landlord didn't do so and didn't give a good reason in its PAR why the information was never submitted.
